Liverpool Offer Written Apology To Football Blogger Harangued By ...

By Chris Wright

Liverpool?s managing director Ian Ayre has offered a full written apology to a football blogger by the name of Sean Cummins, who was on the smelly end of what Ayre called the ?inappropriate? conduct of the club?s communications director, Jen Chang.

Cummins, the man behind the Twitter account of spoof journalist Duncan Jenkins, came to the attention of Chang after making a few educated guesses, which he dressed up as ?inside information? (it was all based on little more than second-hand tittle-tattle he?d picked up on internet message boards and the like) about Liverpool?s summer transfer targets that came to fruition.

Convinced he had a mole working for him inside the club, Chang then set about identifying the man behind the Duncan Jenkins account in order to rat out the fictional journalist?s fictional source, who he later claimed had cost Liverpool money (an extra ?300,000) in their supposedly covert pursuit of Fabio Borini, then of Roma.

After identifying him, Chang became so obsessed and concerned about Jenkins? Tweets that he scheduled a meeting with Cummins at a restaurant in Manchester back in August where he requested that the 35-year-old professional copy writer come clean to his 40,000+ followers and tell them that Jenkins was a spoof character and that he wasn?t actually privy to any??inside information?.

Chang and Cummins arrive for lunch at Evuna restaurant in Manchester

Cummins/Jenkins then posted a blog?about the meeting and the series of heavy-handed threats (including having his season ticket torn up, a lifetime ban from Anfield, smear stories being placed in the press designed to turn Liverpool fans against him and the ruining of Cummins? father?s online business) Chang made in order to pressure him into revealing himself as a fraud ? a fact which most members of the football blogging community were already well aware of.

You can read the truly shocking blog account in full, plus all the email exchanges between Cummins and Chang, here.

Asked at the time whether Cummins? account of the meeting was accurate, Chang replied that it was ?total nonsense?, though through CCTV footage, phone and email records, every element of Cummins? story that was possible to verify has been verified ? leading Ian Ayre to make the following apology to the man himself:

?Based on everything I have heard and seen, including information provided by the parties involved in the matter, I acknowledge some of the elements you highlight were not appropriate.

?I would therefore like to apologise to you on behalf of Liverpool FC, for any upset and distress this caused you.

?Clearly it is not appropriate for me to comment on how the club is managing this internally, and I trust you understand this.?

Cummins then told the brilliant?Sporting Intelligence?(@sportingintel), who put in a lot of hard yards following this story, that he finally felt vindicated: ?All I wanted was an apology, and I got one in writing today.?

Removing Soggy Drywall in 8 Not-So-Easy Steps

Step One: Mark

The water line (the highest point that floodwaters reached) will be evident on the drywall. Mark a cut line six to 12 inches above that using either a laser level or marking around the room at a uniform height above the floor. Then snap a chalk line. This might seem unnecessarily fussy at this point when all you?re trying to do is remove soggy drywall to ventilate the wall. But a neat job now will greatly speed the installation of replacement drywall.

Step Two: Place Tarps

Place a tarp at the base of the wall to catch debris. The tarp is a smooth surface that will keep the damaged area cleaner and make it easier to scoop debris off the floor.

Step Three: Cut

Cut along the line with a sharp utility knife.

Step Four: Puncture

Take a framing hammer and knock a hole in the drywall that will allow you to reach through to the other side. Make sure you do this between the studs, and below the cutline so that you?re damaging the drywall that you?re going to remove anyway.

Step Five: Remove and Test

First, remove the plates from your electrical outlets and pry off baseboard trim. Next, wearing gloves, reach into the hand hole and pull the drywall away from the studs. The first couple of bays will be difficult. Once you?ve opened a large area, use a flat bar, hammer, or a flat-nosed shovel to pry the drywall away from the studs.

While you?re doing this, check for dampness on the exterior walls. Get your hand in the insulation. Your goal here is to remove the drywall up to the point where the insulation is dry, so that anything that gets damp is replaced. So if the insulation still feels wet where you made your first cut line, make another test cut higher up the wall.

NOTE: Removal of electrical cable, outlets, and outlet boxes (and their replacement) should be left to a licensed electrician.

Step Six: Transport

Transport the debris outside. The ideal is that you already have a Dumpster, dump truck, or garbage hauler so that you won?t have to remove the debris twice. If that?s not possible, pile the debris on the ground and cover it with a tarp to keep it from getting wetter and heavier. Weigh the tarp down or stake it in place do it doesn?t blow away.

Remember that drywall is heavy?especially waterlogged drywall. But there are several ways to move it. One is to slide it inside a tarp. Large chunks can also be placed in a wheelbarrow or dropped into a plastic garbage can, which you can slide out of the house or carry on a hand truck.

Whatever you do, figure out debris transport before you cut your first piece of drywall and you?ll have an easier time overall.

Step Seven: Dispose of the Remainder

Cut away soggy fiberglass insulation and stuff it into contractor trash bags. Remove drywall screws by backing them out or snapping them off. Same goes for drywall nails.

Step Eight: Ventilate

Fans speed evaporation and reduce the chance of condensation forming inside walls and the formation of mold.

Post-Flood Installation

To put your walls back together after the flood, you'll need to have an electrician replace outlets and wiring, and perhaps the receptacle boxes as well. At PM, it's always been our view that a homeowner who does his or her homework is competent to do basic electrical work, but flood damage is a special case. Flood-damaged electrical materials should be replaced by a pro, who can also evaluate the home's grounding and bonding system. After that's done, you can move on to replacing the insulation you cut out and hanging new drywall.

To do that, cut each piece of replacement insulation so that it firmly butts against the piece above. Staple it in place. Next, cut the replacement piece of drywall and screw it to the studs. Use one screw on each side of the joint (that is, one screw in the new drywall and one screw on the older piece of drywall above). Spread taping compound on the seam and embed paper tape in the compound. Properly embedded paper tape is strong and easy to apply. Strike off excess drywall compound with a 6 in. knife and let the compound dry. Sand off ridges and bumps before applying the next layers of compound.

For plenty more on installing drywall, check out our guides to doing it well and finishing it right.

AP Sources: Vick still starter for Eagles

Michael Vick remains the starting quarterback in Philadelphia, for now.

Three people familiar with the decision told The Associated Press on Monday night that coach Andy Reid hasn't benched Vick.

The people spoke on condition of anonymity because all announcements about the starting lineup come from Reid. The Eagles' headquarters was closed Monday due to Superstorm Sandy, and there was no media availability.

Vick, the four-time Pro Bowl quarterback, has struggled this season and Philadelphia (3-4) has lost three straight games.

Reid didn't endorse Vick after Sunday's 30-17 loss to Atlanta, saying he's going to evaluate all his starters. Vick then said he would support whatever decision Reid makes.

That led to speculation Vick's days were numbered. But Reid is sticking with Vick over unproven rookie Nick Foles as of now.

Reid has changed his mind on his starting quarterbacks in a 24-hour period before, reversing his call on Kevin Kolb and replacing him with Vick in 2010. It's unlikely he would do it again and give Foles his first NFL snap on the road in a Monday night game against New Orleans (2-5) next week.

Foles, a third-round pick out of Arizona, had an outstanding preseason. However, he did so playing against backups, third-stringers and guys who didn't make a roster. Foles impressed coaches and teammates, and fans have been calling for him to start since Week 1.

Vick wasn't the problem against the Falcons. The defense under new coordinator Todd Bowles allowed scores on the first six possessions, including touchdowns on the first three.

As for the offense, injuries to All-Pro left tackle Jason Peters and center Jason Kelce have crippled the unit. Vick hasn't had much time to throw and gets hit often. Playcalling isn't helping, either. Reid and offensive coordinator Marty Mornhinweg have underused All-Pro running back LeSean McCoy in the past three losses.

Vick led Philadelphia to comeback wins with go-ahead touchdowns on its final drive the first two games of the season. But he's been inconsistent and turnover-prone overall. Vick has just a 78.6 passer rating, his lowest since joining the Eagles. He's coming off a rare turnover-free performance after throwing eight interceptions and losing five fumbles in the first six games.

Benching Vick and turning the offense over to Foles could be a way to shake things up. It also could be interpreted as giving up on the season.

The Eagles still have time to turn things around and save Reid's job. He's already been told by owner Jeffrey Lurie that another 8-8 finish would be "unacceptable."

Fighting melanoma's resistance to chemotherapy

ScienceDaily (Oct. 30, 2012) ? Blocking the action of a particular protein in our skin could improve the treatment of skin cancers, according to a study recently published in Oncogene by Philippe Roux, a researcher at the University of Montreal's Institute for Research in Immunology and Cancer (IRIC). "Our findings reveal part of the mechanisms responsible for the resistance of melanoma to anti-cancer treatments, and suggest that a particular protein in our bodies called RSK may be targeted in combination therapies to overcome drug resistance," Roux explained.

Although melanoma accounts for only 4% of all skin cancers, it is responsible for 80% of skin cancer-related deaths worldwide as it is highly invasive and resistant to conventional chemotherapies. Melanoma originates from pigment-producing cells, called melanocytes, located in the skin. The incidence of malignant melanoma is growing rapidly worldwide and there is still no effective therapy to treat it. Approximately 160,000 new cases of the disease are diagnosed each year.

Roux and his team focused their research on a signaling pathway called Ras/MAPK, which is often deregulated in melanoma, but also in lung, colon and pancreatic cancers. A signaling pathway is a chemical chain reaction that causes the cells in our bodies to act in a certain way. In this study, Roux and his team found that a protein in the Ras/MAPK pathway, RSK, contributes to chemoresistance by altering the response of cancer cells to chemotherapeutic agents.

This is the second Oncogene publication for Philippe Roux this year. In a paper published in July, Roux and his colleagues, IRIC Principal Investigators Katherine Borden and Sylvain Meloche, demonstrated that the same protein involved in chemoresistance contributes to melanoma growth, making the protein RSK a promising therapeutic target for treating the disease.

The study was made possible thanks to grants from the Canadian Cancer Society Research Institute and the Cancer Research Society.

Making repairs when selling your home | Real Estate | South Philly ...

In some cases, it may be smarter to negotiate cash credit to buyers at closing

In some cases, it may be smarter to negotiate cash credit to buyers at closing

Dian Hymer
Inman News?

Sellers often make repairs to their home when they sell, either in the course of fixing up the home for sale or during the transaction if the buyers and sellers agree that the sellers will make repairs in exchange for the buyers removing their inspection contingency.

It's natural to want to have repairs done for the lowest cost possible. Just make sure you hire people who are reputable and will stand by their work.

HOUSE HUNTING TIP: Sellers often run into trouble when they hire people to do work based on a proposal issued by another contractor. Getting multiple bids is a good idea. Before hiring someone to do work, do a background check. Talk to other homeowners who've used the contractor to find out if they'd use the person again.

Hiring a contractor who underbids the original proposal can end up costing you more. One seller thought he got a deal until the buyers hired the original contractor to inspect the job after it was finished. Some of the work had not been done or was not done properly.

Many contractors bid jobs on a time and material basis. If this is the only way a contractor will work, and you think he's the best choice for the job, ask him to give you a "cost not to exceed" price. Ideally, you'd like a firm bid for the work. This way, if the contractor underbid the job, you don't have to pay more.

In some cases, it may be better to negotiate a cash credit to the buyers at closing rather than having work done yourself before closing. This can save you from future liability.

Correcting a problem is not always a straightforward proposition. For example, fixing a drainage problem can be tricky. Water tends to find a course. You might succeed in stopping water entering your basement at one location only to find that water comes in at a new location.

Sellers often wonder if they need to use a licensed contractor to make repairs either before the home goes on the market or during the sale transaction. Your purchase contract may include a clause pertaining to work done by sellers during the transaction.

It may permit sellers to make repairs, even if they aren't contractors. However, it may also say that a building permit must be taken out for any work that requires a permit.

Be sure to put something in writing informing the buyers of work that was performed before closing, who did it and when. Include a copy of a paid invoice, if possible.

Find out if there are seller disclosure requirements that require sellers to disclose any work they are aware of that was done without the necessary building permits. If this applies to you, disclose it in writing to the buyers.

A handyman can often take care of minor repairs. Ask for an itemized invoice of the work done by the handyman. Give this information to the buyers and ask for a signed receipt to acknowledge their receipt.

Itemize all repairs made by you, a handyman or contractor during the transaction. Make sure this list is available for the buyers to sign off on before the closing.

In preparation for sale or during the sale transaction, you may decide to make major repairs, like repairing or replacing the roof or replacing a furnace. Make sure that the contractor who does the work is willing to transfer the warranty to the buyers when they become the new owners.

THE CLOSING: You don't want the buyers coming back to you with complaints about the work you paid for that was recently done by a contractor.

10 Things I Hate About Branding | Small Business Branding

    ONE:
Frankly it takes a lot of work to stay on top of my brand. If only I could just push a button like the Staples ?Easy Button? ( which I have on my desk). I hate that I can?t!

    TWO:
I hate having to remind businesses that their brand is more than their logo. I have every design shop and ad specialty shop to blame for the mis-information I guess. (I could be painting with big a brush too)

    THREE:
I hate companies who don?t realize that branding is a top down initiative. Without the captain on board, who?s piloting the brand?

    FOUR:
Just too many great books to read. I?m stuck on historical fiction right now and so slipping in books on branding is a tight fit ? I hate that.

    FIVE:
I hate those who confuse their brand message with their slogan. There is a difference. I guess since they are both important, I should be happy that they have anything.

    SIX:
I hate followers. Why do some businesses still feel they must follow the leader in their category? A commenter to one of my articles recently lamented their displeasure at businesses who copy the leader?s image almost to the letter. Sheesh!

    SEVEN:
I also hate people online who make the simple complicated in an attempt to screw a few dollars out of your pocket, only to reveal the obvious. If you see something online you want to get into, email the author ? I?m sure they?ll help you.

    EIGHT:
I love it when someone says, ?Hey, you?re the branding guy!? I hate that it took so long.

    NINE:
Sometimes I hate that consistency is worth so much to your brand. I get the itch like many of us to change things up a bit. BUT, my better judgement knows that that would diminish what I have achieved so far.

    TEN:
Sometimes I hate focus groups when judging brand image. By their nature they look to criticize regardless if it is even necessary. Sometimes you just have to go with your gut. Was your brand built on consensus or instinct?

Thanks for letting me vent a small bit, I hate keeping it bottled up inside

Samsung reminds us the U.S. Galaxy S3 will get Jelly Bean, can't say when, though

    Android Central

New TouchWiz features confirmed for U.S. Galaxy S3 update

If you were after a vague, unspecified timeframe for your Galaxy S3 Jelly Bean update, look no further than today's announcement from Samsung, which indicates that the update will be rolling out to U.S. S3 models "in the coming months." In a press release today, the manufacturer reveals that the eagerly-anticipated update will land at some point in the future between "the coming weeks" and "the coming years." In any case, at least it's on still its way to the U.S. (The update is, of course, rolling out right now in Europe.)

Also revealed is a list of new TouchWiz features in the U.S. S3 Jelly Bean update. We've already covered many of these on the international Galaxy S3 models, but these include new Android 4.1 features like Google Now and "Project Butter," in addition to new TouchWiz additions like blocking mode for added notification and contact control, resizeable Pop-up Play windows and an optional "easy mode" for the launcher. New AllShare functionality will be added too, including wireless mirroring through the AllShare Cast Wireless Hub, and one-touch NFC pairing on supported Bluetooth devices.

We've got the full breakdown of new TouchWiz features after the break.

WTO backs ruling against China duties on US steel

GENEVA (AP) ? An appeals panel of the World Trade Organization has upheld a ruling that China unfairly imposed import tariffs on a high-technology U.S. steel product.

In a ruling Thursday, the WTO appeals panel said China was wrong in the way it put duties on U.S.-made grain-oriented flat-rolled electrical steel. China had argued that the tariffs were legitimate because U.S. "Buy American" provisions and state government procurement laws amount to a subsidy for the products, which are used in items such as transformers.

The ruling backed an earlier WTO finding in June based on a 2010 U.S. complaint.

Countries can impose punitive tariffs to offset damage from subsidies, but the U.S. contends China used the measures in a way that hurts American exporters.

    GoPro Hero3 action camera handson

GoPro just revealed its new flagship action camcorder, the Hero3, and we managed to get our mitts on one this evening. First things first, the Hero3 is tiny, particularly when considering that it shoots 4K video (albeit at a paltry 12fps), a resolution usually reserved for much larger, cinematic cameras. Having handled its competition recently -- the Action Cam from Sony and the Contour+2 -- we can say that the Hero3 feels smaller and lighter than both of them. It's about the size of a couple of matchboxes stacked together and is quite lightweight, yet still feels sturdy. The textured plastic exterior is finger friendly, and the big round power / mode and record buttons give a reassuring snick with every press. The WiFi remote that comes with the Hero3 Black Edition is similarly solid in its construction, though we wish it had the same textured skin as the camera instead of its smooth exterior. We didn't get to use the Hero3 for its stated purpose just yet, but we'll be filming with the thing tomorrow, so stay tuned for all the POV footage. In the meantime, feel free to enjoy a tour of GoPro's new diminutive hardware and check out its first sample video after the break.

Coca-Cola's profit up even as sales disappoint - Charlotte Observer

NEW YORK The Coca-Cola Co. has a formula for growth in the volatile economic climate: sell more of its drinks in emerging markets and evolve its stable of products at home, where concerns over sugary drinks are intensifying.

The world's biggest beverage maker, which makes Sprite, Fanta, Minute Maid and Dasani water, said the strategy helped lift its global sales volume by 4 percent in the third quarter. But the Atlanta-based company was hit by unfavorable currency exchange rates, as well as pressures to keep prices in check in economically hard-hit regions in Asia and Europe.

Total revenue rose just 1 percent as a result, which was shy of Wall Street expectations.

In its flagship North American market, Coca-Cola has been relying on a shifting mix of products amid changing consumer tastes and criticism over the role sugary drinks play in fueling obesity rates.

The 2 percent bump in sales volume for the region was driven by what Coca-Cola refers to as its "still beverages," such as Powerade sports drinks and Fuze teas. Coke Zero, which was introduced in 2005 as a better-tasting alternative to traditional diet sodas, saw growth of 9 percent. But overall sales volume of its sodas in the region was flat from a year ago.

In an interview with the Associated Press, CEO Muhtar Kent said the U.S. market remains a growth area for the company. He noted that product innovation - such as mini-cans tailored to those watching their portions - has helped the company stay relevant and build market share.

Kent also cited the company's tests of natural, zero-calorie sweeteners for Fanta and Sprite as examples of ongoing renewal.

Taken together, Kent said that the results for the quarter show Coca-Cola has been able to "crack the calculus for growth" even in the tough economy.

Part of that strategy has been focusing on emerging markets such as India, where the ranks of middle-class consumers are growing rapidly. Coca-Cola estimates that per capita consumption of its drinks in the country is 12 servings a year, compared with 403 servings a year in the United States.

During the quarter, sales volume in India rose 15 percent with the Coca-Cola brand up 34 percent.

In China, volume rose just 2 percent after growing 11 percent in the year-ago period. Kent said the ongoing economic slowdown in the country is expected to impact the industry over the next six months, but that the market will still serve as a long-term driver of growth.

In Europe, the company said volume rose 1 percent for the period amid the challenging economy and bad weather. Revenue declined 8 percent because of unfavorable currency exchange rates and a less profitable mix of products.

Companies that do a lot of their business overseas are hurt when the dollar is strong because sales in other countries' currencies translate into fewer dollars back home.

Coca-Cola said it earned $2.31 billion, or 50 cents per share, for the period. That compares with $2.22 billion, or 48 cents per share, in the year-ago quarter. Not including one-time items, the company says it earned 51 cents per share, in line with analyst expectations.

Revenue rose 1 percent to $12.34 billion, but fell shy of Wall Street expectations of $12.4 billion. Not including the impact of currency exchange rates, revenue rose 6 percent.

For the year, the company said it expects costs for ingredients to ease.

Shares of Coca-Cola were down 23 cents to close at $37.90 Tuesday.

Fed's Williams says U.S. must get fiscal house in order

SAN FRANCISCO (Reuters) - The United States must trim the deficit and control the national debt, but take care not to jeopardize the recovery by moving too fast or cutting critical areas of government spending, a top Federal Reserve official said on Monday.

"We must continue to make the investments needed to make our economy more productive and competitive," San Francisco Fed President John Williams said. "In the long run, economic growth depends not only on an expanding population, but also on how productive our people and businesses are"

Williams repeated his support for the Fed's latest round of monetary stimulus, saying it help bring down too-high unemployment and lift inflation back up toward the Fed's 2 percent goal.

"It was essential that we at the Fed provide the stimulus needed to keep out economy moving toward maximum employment and price stability," Williams, a voter this year on the Fed's policy-setting panel, said in remarks prepared for delivery to the Financial Women's Association of San Francisco.

The Fed's actions should push down borrowing costs, making the purchase of new cars cheaper, for example, which in turn will boost sales and prompt factories to hire new workers, "exactly the kind of virtuous circle that provides the oomph in a healthy economic recovery," he said.

The U.S. central bank last month said it would buy $40 billion a month in mortgage-backed securities and keep on buying until the labor market improves substantially. It also said it would keep interest rates low through at least mid-2015.

Despite what he called "real progress" on the economic front in the last few years, Williams painted a picture of an economy far from healthy, with unemployment, at 7.8 percent, well above the 6 percent he estimates the economy could currently sustain without creating unwanted upward pressure on prices.

And the outlook, he said, is threatened by the possibility of spillover from Europe's as yet unresolved sovereign debt crisis, the looming "fiscal cliff" of automatic tax increases and spending cuts that are to go into effect at year-end unless Congress acts, and uncertainty over the economic outlook.

Williams devoted a large part of his speech to the dangers on the fiscal front, using a chart to show how national debt would balloon if Congress averts the fiscal cliff by extending the Bush tax cuts and suspends some spending cuts. Still, he said, nation needs to make "wise choices" about how to spend its money.

"Infrastructure, research and education are three areas that must not be sacrificed as we fix our budget problems," he said. "We must continue to plant the seeds for our future and not eat our seed corn."

In light of the Fed's latest action, Williams said he now expects growth in U.S. gross domestic product to accelerate, from 1.75 percent this year, to 2.25 percent next year, to an above-trend 3.25 percent in 2014.

The jobless rate, he predicted, will likely fall to 7.25 percent by the end of 2014. Inflation he said will likely increase to a level closer to the Fed's 2 percent target.

Some observers have worried the Fed's latest move could unmoor the country from the anchor of low inflation expectations.

"In no way has our commitment to price stability wavered," Williams said, noting that inflation has averaged around 1.3 percent over the last four years, the lowest rate recorded over a four-year period since the mid-1960s.

Falcons soar to top of AP Pro32 NFL power rankings

NEW YORK (AP) ? The Atlanta Falcons have soared to the top of the AP Pro32 NFL power rankings after another close win left them as the NFL's only unbeaten team.

Atlanta receives 11 of the 12 first-place votes and 381 points Tuesday from The Associated Press panel of media members who regularly cover the NFL.

The Falcons, 23-20 winners over Oakland on Sunday, become the fifth team to be ranked No. 1 this season. Houston held the top spot the past three weeks but fell to fourth following its first loss, 42-24 to Green Bay.

The New York Giants moved up five spots to second following its 26-3 win over San Francisco. The 49ers dropped two places to fifth. The Giants had one first-place vote and 364 points. Baltimore is third with 352 points.

Jacksonville fell to 32nd and last, replacing Cleveland after the Browns won for the first time and moved up to 30th.

200 Muslim rebels arrive to sign Philippine pact

MANILA, Philippines (AP) ? Worn down by decades of fighting and failed peace agreements, about 200 Muslim rebels led by their elusive chief arrived in the Philippine capital for the signing of a preliminary peace pact Monday aimed at ending one of Asia's longest-running insurgencies.

The agreement is the first major tentative step toward a final settlement that grants minority Muslims in the southern Philippines broad autonomy in exchange for ending the violence that has killed tens of thousands of people and crippled development.

A product of 15 years of negotiations facilitated by neighboring Malaysia, which wants stability on its doorstep, the agreement sets in motion a roadmap to a final document that the Moro Islamic Liberation Front and Philippine President Benigno Aquino III's government plan to clinch before his six-year terms ends in 2016.

The signing will be witnessed by Aquino, Malaysian Prime Minister Najib Razak and rebel chairman Al Haj Murad Ebrahim, who will set foot for the first time in Manila's Malacanang presidential palace, where officials prepared a red-carpet welcome.

"That first step alone signifies a giant leap in the relations between the two sides," said the presidential adviser for the peace process, Teresita Deles.

Murad has seldom appeared in public in past years. Aquino met Murad secretly in Tokyo for the first time last year to underscore their commitment to settle the rebellion.

About 300 Muslims from Manila and southern provinces held a noisy rally outside the palace on Sunday in support of the preliminary accord, yelling "Allahu Akbar," or "God is great." They called for more development in the resource-rich but impoverished southern Mindanao region, the homeland of minority Muslims in the predominantly Roman Catholic nation.

Security has been tightened in the capital, although no disruptions were expected.

The agreement is to be signed by government negotiator Marvic Leonen and his rebel counterpart, Mohagher Iqbal. It outlines general agreements on major issues, including the extent of power, revenues and territory of a new Muslim autonomous region to be called Bangsamoro.

It calls for the establishment of a 15-member Transition Commission to draft a law creating the new Muslim-administered region. Rebel forces will be deactivated gradually "beyond use," the agreement says, without specifying a timetable.

The deal is the most significant progress in years of tough bargaining with the 11,000-strong Moro group to end an uprising that has left more than 120,000 people dead and displaced about 2 million others. Western governments have worried over the presence of small numbers of al-Qaida-linked militants from the Middle East and Southeast Asia seeking combat training and collaboration with the Filipino insurgents.

One of those extremist groups, the Abu Sayyaf, is not part of any negotiations, but the hope is that the peace agreement will isolate its militants and deny them sanctuary and logistical support they had previously received from rebel commanders.

One of those hardline commanders, Ameril Umbra Kato, broke off from the main Moro insurgents last year. Kato's forces attacked the army in August, prompting an offensive that killed more than 50 fighters in the 200-strong rebel faction.

Abu Misri Mammah, a spokesman for Kato's forces, said Sunday that his group does not recognize the peace accord.

"That's a surrender," he said. "We won't waver from our armed struggle and continue to aspire for a separate Muslim homeland that won't be a creation of politicians."

The new Muslim region is to include an existing autonomous territory made of five of the country's poorest and most violent provinces. The Moro rebels earlier dropped a demand for a separate Muslim state and renounced terrorism.

Iqbal has said his group would not lay down its weapons until a final peace accord is concluded. He said the insurgents could form a political party and run in democratic elections to get a chance at leading the autonomous region.

Texas Tech Football: No. 5 West Virginia Stunned By Red Raiders, 49-14

LUBBOCK, Texas -- The matchup between Texas Tech and No. 5 West Virginia featured a quarterback who put up cartoonish numbers, throwing for six touchdowns and 499 yards.

And that quarterback's name was Seth Doege.

Doege led Texas Tech's offense while the Red Raiders' defense shut down Heisman Trophy hopeful Geno Smith, upsetting the Mountaineers 49-14 on Saturday.

Red Raider fans stormed the field after the win, the most lopsided Texas Tech victory ever over a team ranked in the top five.

Smith completed 29 of 55 passes for 275 yards but couldn't get the ball in the end zone.

The Red Raiders offense had no such trouble.

"When you don't have a pass rush it's a lot easier to make your reads," said Doege, who threw TD passes of 39, 19, 16, 2, 29 and 7 yards. He completed 32 of 42 passes and the six touchdowns matched his career-high. Darrin Moore caught three TD passes, which tied his career-high.

Texas Tech (5-1, 2-1) had 18 plays of 15 yards or more, including a 61-yard pass to Jace Amaro and a 53-yard touchdown run by SaDale Foster.

Amaro finished with five receptions for 156 yards.

The Mountaineers (5-1, 2-1) last week converted all five fourth-down tries in their 48-45 win at Texas, but against the Red Raiders they made just one of six.

"Those guys did a great job of just attacking us," Smith said. "They attacked us the entire game."

Doege had one interception, an improvement over the five he'd thrown in the previous two games.

"He came out and played loose and he was on-point today," Texas Tech offensive coordinator Neal Brown said.

The win for Texas Tech was the second over a top 10 team in as many seasons. The Red Raiders beat then-No. 3 Oklahoma 41-38 to break the Sooners' 39-game win streak in Norman.

On seven first-half possessions the Red Raiders scored touchdowns on five. Texas Tech wasn't as efficient in the second half but by then they were so far ahead it didn't matter.

Doege said his protection was key.

"It's huge for a quarterback to sit back there," Doege said. "We had a lot of opportunities to get the ball downfield, and if they play the way they played today, it's just going to continue and we're going to make plays. We have so many weapons that we can expose at any time."

Known as a passer, Doege even ran for a first down on fourth-and 3 near the end of a drive that led to a 14-0 lead for the Red Raiders.

"I about fell out when he ran the ball, and he made a couple of first downs," Texas Tech coach Tommy Tuberville said. "He's hard-nosed."

The Mountaineers fell short of their scoring average (52) by 38 points and got just one touchdown in the second half. Even that came when the game was already out of reach. Dustin Garrison scored on a 2-yard run in the fourth quarter to make it 49-14.

The Mountaineers had the third-worst pass defense coming into the game (336 yards) and didn't do anything to improve on that.

"It was a poor performance defensively ... and it's just a team loss," Mountaineers coach Dana Holgorsen said. "They outplayed us. They outcoached us. On all three sides of the ball they did better than we did."

The Red Raiders, meanwhile, started fast and kept the Mountaineers off balance. By the time it was all over, they had 168 rushing yards on 29 carries and passed the ball 43 times.

Doege said the game showed how well the Red Raiders can play and how much a good defense can help.

"It's totally different from last year," Doege said who last season saw the Red Raiders defense finish near the bottom of the nation in several categories then. "If we got down or whatever the case may be, we might have pressed a little bit. But we know that our defense is playing at a high level right now, and I was just blown away by their performance today."

After the Mountaineers failed to convert on fourth-and-3 deep in Texas Tech territory, Doege needed just three plays to get his third touchdown of the game. The senior quarterback first connected with Amaro on a short pass along the near sideline and the receiver turned it into a 61-yard gain ? Texas Tech's longest play from scrimmage this season ? to the Mountaineers 21.

Two plays later, Doege hit Marcus Kennard for 16-yard touchdown pass to put the Red Raiders up 21-7.

Texas Tech's offense already was in rhythm by then, going up 14-0 in the first quarter. Doege hit a wide-open Amaro over the middle at about the 20-yard line and he ran it in for a 39-yard touchdown on the Red Raiders first possession.

Doege then found Eric Ward on a fade route on the far corner of the end zone to put Texas Tech ahead 14-0.

The Mountaineers answered, momentarily. Smith started with a short field after the Red Raiders squibbed the kickoff. Five plays later Stedman Bailey dived to pull in a 7-yard touchdown pass from Smith and pull West Virginia within 14-7. The drive included a 38-yard pass from Smith to Tavon Austin.
