Early build of CyanogenMod's 'Trebuchet' launcher available for Android 4.0.3 devices

One of the most anticipated features of CyanogenMod 9 -- the upcoming custom Android distribution based on Ice Cream Sandwich -- is its new home screen launcher, dubbed "Trebuchet". Much like CM itself, Trebuchet expands upon what's offered in stock Android with a host of new settings and features, like the ability to customize the number of home screens, and kill the persistent search bar if you want. Now, thanks to the release of an initial alpha build, early adopters can test out Trebuchet before it's rolled out in CM9 next year.

The catch is that to install the Trebuchet alpha you'll need a rooted Android 4.0.3 device, along with some command line skills. Currently the GSM Nexus S is the only phone that has 4.0.3 officially, though other devices like the Galaxy Nexus can run 4.0.3 code built from the Android Open Source Project.

The current Trebuchet alpha includes just over half of the planned feature set -- for example, extra functionality like infinite scrolling and transition effects have yet to be implemented. Nigeria church bomb death toll rises to 37, wounded 57 (Reuters)

ABUJA (Reuters) ? The death toll from a bomb attack on a church just outside Nigeria's capital Abuja on Christmas Day has risen to 37, with 57 people wounded, a source at the National Emergency Management Agency (NEMA) said on Friday.

The bombing at St. Theresa's Catholic church in Madalla on Abuja's outskirts during a packed Christmas mass, was the deadliest of a series of Christmas attacks on Nigerian churches and other targets by the militant Islamist sect Boko Haram.

"As of just now, the latest death toll from the bombing of St. Theresa's church is at 37. Wounded, we have 57," a senior NEMA official said. The initial death toll had been 27.

The official asked not to be identified because the victims were now in the hands of hospitals and morgues.

President Goodluck Jonathan summoned his security chiefs for an emergency meeting on Thursday to discuss the growing Islamist militant threat and how to deal with it.

This year was the second in a row that Boko Haram has attacked churches at Christmas. Its strikes are becoming deadlier and more sophisticated, and have raised fears that the militants are trying to ignite sectarian strife in country historically prone to conflicts between a largely Muslim north and Christian south.

Boko Haram, whose name means "Western education is sinful" in the northern Hausa language, has been blamed for a campaign of shootings and bombings against security forces and authorities in the north.

Attacks in and around the capital - including one on the U.N. headquarters in August that killed at least 24 people - suggest the group is trying to raise its profile and radiate out from its heartland in the northeast.

On Tuesday night, unidentified attackers threw a homemade bomb into an Islamic school in Nigeria's southern Delta state, in an apparent sectarian reprisal that wounded seven people, six of them young children.

On Wednesday night, an explosion in a local bar in the northern city of Gombe wounded one person, police said.

Two women are being charged after the Marion County prosecutor said they filed false claims related to the Indiana State Fair stage collapse.

Prosecutor Terry Curry says Stephanie Murry and Sandra Hurn submitted claims to the Indiana State Fair Remembrance Fund (ISFRF) and the Indiana Tort Claim Fund, which is administered by the Indiana Attorney General's Office. Authorities say the women each submitted claims totaling $22,500.

According to the prosecutor, the women claimed they were injured in the Aug. 13 stage collapse. The prosecutor's office alleges that the women falsified hospital records in order to be eligible to make claims to both funds.

"The state police determined pretty that the medical records submitted were falsified," said Curry.

In fact, Curry said, neither Hurn nor Murry even attended the concert.

"It would certainly appear from the investigation that neither woman was actually at the State Fair," Curry told Eyewitness News. "Sandra Hurn stated who she went with and that she was there for a couple of the Sugarland songs which obviously Sugarland never performed that night."

The scaffolding on the stage collapsed when a strong thunderstorm moved through that night. That happened after Sara Bareilles left the stage but before Sugarland came on.

Curry says Hurn collected $7,500 from the ISFRF, but Murry's claim was denied because her alleged injuries did not meet qualifications to receive ISFRF funds.

Both women also submitted a notice of tort claim to the Indiana attorney general's office, and both were notified they would receive money from the fund. But Hurn was arrested when she went to pick up a claim check, and Murry was arrested a short time after that.

"It's beyond troubling in a situation which was clearly a tragedy, people were legitimately injured even killed, that there are people out there that in turn exploit it for their own gain," said Curry.

The alleged false claims are especially disheartening for the people who were there that night and did suffer injuries.

"I can't believe that someone could stoop that low to do that. I'm appalled. I'm actually very angry," said Laura Magdziarz, who suffered a broken leg that night. Her young daughter Maggie had a critical arm injury. "That's just unbelievable. There are people out there that desperately needed the money and there's a lot of people that didn't get any money for the same reasons - they had people at different hospitals; they needed to find their family and that was more important than staying in the hospital."

That was the situation for Magdziarz, whose own claim was denied because she was not admitted to the hospital that night despite having broken her leg as the scaffolding came down that night. Magdziarz' first priority was to be by the bedside of her four-year-old daughter, who was undergoing surgery at a different hospital.

"Somebody either has to be really desperate or cold-hearted. That's like adding insult to injury," Magdziarz said. "I'm glad they caught them. I hope they throw the book at them."

Stephanie Murry has been charged with one count of forgery (class C felony), one count of perjury (class D felony), and one count of attempt theft (class D felony).

Sandra Hurn has been charged with three counts of forgery (class C felony), two counts of perjury (class D felony), one count of theft (class D felony), and one count of attempt theft (class D felony).

The maximum penalty both women could face for a class C felony is eight years in prison and a $10,000 fine.

During a conference call following last week's American Horror Story finale, co-creator Ryan Murphy revealed that every season would follow a new family in a new house.

He went on to reveal, "There is a clue in the last three episodes where we say what the second season will be."

Today Ryan took that one step further, telling EW.com that the clue is located in the penultimate episode, Birth. "Go through it frame by frame. I planted it in there," he teased before adding, "I will never reveal it."

So I did just that. Went through the episode frame by frame and here are the Top 5 clues from Birth that might hint at the season two location.

17. Malaysia condemns Nigerian church bombings

KUALA LUMPUR: Malaysia is profoundly shocked and saddened at the bombing of two churches in Nigeria on Christmas Day, said Foreign Minister Datuk Seri Anifah Aman.

He said Malaysia remained consistent with its firm stand against terrorism in all forms and manifestations, especially involving civilians, irrespective of location, including in Nigeria, Syria and Iraq.

"The taking of innocent lives and infliction of serious injuries constitute an unforgivable and inhuman act. The commission of such an act against a place of worship and during a mass congregation to mark a day of religious significance is even more deplorable," he said in a statement here Wednesday.

He added that Malaysia extended its condolences and sympathies to the bereaved families and the victims of injuries, respectively.

It was reported that at least 40 people lost their lives in the two incidents. - Bernama

Key Darfur rebel leader Ibrahim dead, Sudan says

Sudan's armed forces claimed on Sunday to have killed the head of the western Darfur region's most powerful rebel group, the Justice and Equality Movement.

"The armed forces clashed in a direct confrontation with Khalil Ibrahim's rebel forces, and were able to eliminate Khalil Ibrahim," Al-Sawarmi Khalid, Sudan's armed forces spokesman told state television.

Ibrahim's death, if confirmed, could represent a serious blow to the rebel group, although tightly restricted access to Darfur and Sudan's other conflict zones makes it almost impossible to accurately gauge the real strength and internal unity of insurgent groups.

The armed forces spokesman said Ibrahim and other leaders had been trying to enter South Sudan, which seceded from Sudan in July under a 2005 peace deal that ended a separate, decades-long civil war.

The rebel group, known as JEM, could not immediately be reached for comment.

Mainly non-Arab insurgents in Darfur took up arms against Khartoum in 2003, claiming the central government had neglected the remote region and was favouring local Arab tribes.

The United Nations has said as many as 300,000 people may have died in the Darfur conflict. Khartoum puts the death toll at 10,000.

JEM ? now considered the most powerful rebel group in terms of military strength ? said in a statement on Saturday its fighters had clashed with government militias in parts of the North Kordofan state and planned to advance on the capital Khartoum.

The group said in September that Ibrahim had returned from Libya where he had been since May 2010, when neighbouring Chad refused him entry.

JEM has refused to sign a Qatar-brokered peace agreement which Sudan signed with the Liberation and Justice Movement, an umbrella association of smaller groups.

In November, JEM said it had formed an alliance with other insurgents in Darfur and in two of Sudan's conflict-stricken border states.

White House condemns deadly attacks in Nigeria (AP)

HONOLULU ? The White House is condemning what it is calling a "senseless" Christmas terrorist attack in Nigeria.

The White House also offered its condolences to the Nigerian people, especially the families of the at least 39 people killed Sunday. The majority died on the steps of a Catholic church after celebrating Mass, part of an apparently coordinated assault by a radical Muslim sect.

The White House says U.S. officials have been in contact with their counterparts in Nigeria and pledged to assist them in bringing those responsible to justice.

President Barack Obama was monitor developments from Hawaii, where he is vacationing with his family.

3 people dead in storm off Russia's east coast (AP)

MOSCOW ? Rescue vessels and a helicopter are searching for five people missing in a fierce storm off Russia's east coast after a Cambodia-flagged ship sank early Sunday.

The Russian Emergencies Ministry said in a statement that it has recovered three bodies from the icy waters of the La Perouse Strait, which lies between the Sea of Okhotsk and the Sea of Japan.

The accident took place in the same waters in which a Russian floating oil rig capsized and sank last Sunday killing 17 people. Thirty-six people are still missing, feared dead.

Officials said five of the Cambodia-flagged ship's crew were Russian, and the others are Indonesian. Two of the dead have been identified as Russian nationals, and one remains unidentified.

The ship, named Ginga, was sailing through the Russian waters from a Japanese port. Russian news agencies reported that it was a fishing boat.

Emergencies Ministry representatives were not immediately available for comment.

Two trawlers, a Russian helicopter, a rescue vessel, two steamboats and a Japanese maritime safety department ship were conducting the search. Efforts were hampered by strong winds and meters-high waves.

Nikolay Sukhanov, a top official from Russia's Sailors Union, told RIA Novosti that he thought that the size of the crew, its flag and route could suggest that the ship was poaching in the waters on the Russian-Japanese maritime border.

Transcriptional elongation control takes on new dimensions as researchers find gene class-specific elongation factors

ScienceDaily (Dec. 22, 2011) ? Life is complicated enough, so you can forgive the pioneers of DNA biology for glossing over transcriptional elongation control by RNA polymerase II, the quick and seemingly bulletproof penultimate step in the process that copies the information encoded in our DNA into protein-making instructions carried by messenger RNA.

In a new report appearing in the Dec. 23, 2011, issue of Molecular Cell, researchers at the Stowers Institute for Medical Research add not just a new layer, but a whole new dimension to transcriptional elongation control with evidence that for each class of genes transcribed by RNA polymerase II (Pol II), there exists a specific class of elongation factors.

The Stowers team, led by investigator Ali Shilatifard, Ph.D., discovered that ELL, short for eleven-nineteen lysine-rich leukemia, not only belongs to an assemblage of transcription elongation factors, which Shilatifard's lab had identified as the "Super Elongation Complex" (SEC) a few years ago, but also that ELL is part of a distinct "Little Elongation Complex" (LEC), which acts on a completely different class of genes transcribed by Pol II. Their findings illustrate that the elongation stage of transcription is a much more specific regulator of gene expression than previously believed.

"About fifteen years ago, transcriptional elongation control was not considered all that important for the regulation of gene expression," says Shilatifard of the standard biology textbook descriptions of RNA transcription, which assume that the molecular machinery that supported transcription elongation was one-size-fits-all. "Once RNA polymerase II departed from the promoter regions, it didn't matter all that much what happened next," he says.

Transcriptional elongation is the step following promoter clearance and the step before termination, and was considered to be largely unregulated. The old metaphor was a train running on tracks. "Polymerase is the train. It sat at the promoter -- which would correspond to the station," Shilatifard explains. "The polymerase train would leave the promoter/station and before long would arrive at the end of the gene. The process of the train traveling between the station and the endpoint of the gene -- is considered elongation."

The latest findings derail the train metaphor. "We have shown that there are specific classes of elongation factors for different classes of genes. Therefore, much more is involved than a train simply following a predestined track," he says. "Years ago, B.F. Goodrich (the tire company) advertised that, 'for every road, there is a tire'. What we are learning is that for every class of genes, there seems to be a specific class of elongation factors. The specificity of the complexes seems to control which classes of genes are transcriptionally regulated," says Shilatifard.

Edwin Smith, Ph.D., a research scientist in Shilatifard's lab, identified LEC in Drosophila cells while biochemically dissecting the proteins associated with theDrosophila homolog of the ELL protein. In human cells, where ELL is found within the SEC, it is required to induce the expression of a class of genes specific for the pathogenesis of a subtype of genes involved in acute leukemia.

This type of leukemia results when, through a process known as translocation, the mixed lineage leukemia (MLL) gene becomes fused to any of a number of seemingly unrelated genes. In earlier studies, Shilatifard's group found that many of MLL's fusion partners, including ELL, belong to the SEC. When MLL fuses with any of these unrelated partners, the whole SEC, much like an entourage, now follows MLL to its normal target genes misregulating their elongation and ultimately causing leukemia.

While humans have three ELL genes, fruit flies have only one ELL, but its structural similarity to the human ELLs suggested an evolutionarily conserved and vital function. To find out more about ELL's function in both creatures, Smith searched forDrosophila interaction partners in collaboration with Michael Washburn, Ph.D., and Laurence Florens, Ph.D., who head proteomics at the Stowers. They used their multi-dimensional protein identification technology, or MudPIT, to identify a set of relatively uncharacterized proteins in Drosophila that associate with the C-terminus of ELL in a complex the Shilatifard lab named the "Little Elongation Complex" or LEC.

When Smith knocked down LEC subunits in fruit flies and analyzed the global expression pattern defect with Alexander Garrett, Ph.D., a bioinformatician in the Shilatifard lab, they found that the expression levels of small nuclear RNA (snRNA) genes plummeted. Unlike other RNAs transcribed by RNA pol II, these snRNA molecules are not translated into proteins, instead they team up with proteins to form small nuclear ribonucleoproteins (snRNPs) known by the cheerful name of "snurps." They form the spliceosome, which edits messenger RNA after it is transcribed from DNA. Smith, Garrett, and Chengqi Lin, a graduate student in Shilatifard's laboratory, also demonstrated that this function of LEC is highly conserved from Drosophila to mammals.

"The specialization of the SEC and LEC complexes for mRNA and snRNA-containing genes, respectively, suggests the presence of specific classes of elongation factors for each class of genes transcribed by RNA polymerase II, which is of fundamental significance," says Smith.

"The next step is to figure out what other classes of genes use other classes of elongation factors. And what are the differential mechanisms of recruitment to RNA Polymerase II on different classes of genes? Once we get a handle on these distinct classes of genes, we hope to be able to modify different classes of genes by modifying these elongation factors." This would be new perspective regarding basic biology and clinical intervention, Shilatifard believes.

Researchers who also contributed to the work include Janet Thornton, Nima Mohaghegh, Deqing Hu, Anita Saraf, Selene K. Japan releases 40-year nuke plant cleanup plan (AP)

TOKYO ? Japan's government said Wednesday that it could take 40 years to clean up and fully decommission a nuclear plant that went into meltdown after it was struck by a huge tsunami.

Nuclear crisis minister Goshi Hosono suggested that the timetable was ambitious, acknowledging that decommissioning three reactors with severely melted fuel plus spent fuel rods at the Fukushima Dai-ichi plant was an "unprecedented project," and that the process was not "totally foreseeable."

"But we must do it even though we may face difficulties along the way," Hosono told a news conference.

Under a detailed roadmap approved earlier Wednesday following consultation with experts and nuclear regulators, plant operator Tokyo Electric Power Co. will start removing spent fuel rods within two to three years from their pools located on the top floor of each of their reactor buildings.

After that is completed, TEPCO will start removing the melted fuel, most of which is believed to have fallen to the bottom of the core or even down to the bottom of the larger, beaker-shaped containment vessel, a process that is expected to begin in 10 years and completed 25 years from now. The location and conditions of the melted fuel is not exactly known.

That's more than twice as long as it took to remove the fuel from the Unit 2 reactor at Three Mile Island that suffered a partial meltdown in 1979.

Trade Minister Yukio Edano promised that authorities would ensure safety at the plant. He also vowed to pay attention to the concerns of tens of thousands of residents displaced when the plant was knocked out by Japan's March 11 earthquake and tsunami, spawning the world's worst nuclear crisis since the Chernobyl accident in 1986.

"We must not allow the work toward decommissioning to cause any new risks or delay the return of the residents to their homes," he said.

Completely decommissioning the plant would require five to 10 more years after the fuel debris removal, making the entire process up to 40 years, according to the roadmap.

The roadmap for Fukushima is twice as long the time set aside to decommission the Tokai Power Station, the country's first commercial reactor that stopped operation in 1998.

The process still requires the development of robots and technology that can do much of the work remotely because of extremely high radiation levels inside the reactor buildings. Officials say they are aiming to have such robots by 2013 and start decontaminating the reactor buildings in 2014.

The operator and the government would also have to ensure a stable supply of workers and save them from exceeding exposure limits while keeping the long process going.

They also have to figure out ways to access each containment vessel and assess the extent of damage, as well as locate holes and cracks through which cooling water is leaking and flooding the area.

The decades-long process also would place an enormous financial burden on TEPCO. The ministers said that the total cost estimate cannot be provided immediately, but promised that there will be no delay because of financial reasons.

Prime Minister Yoshihiko Noda announced last Friday that the plant has achieved "cold shutdown conditions," meaning the plant had been brought to stability in the nine months since the accident.

The announcement officially paves the way for a new phase that will eventually allow some evacuees back to less-contaminated areas currently off limits.

Experts say the plant 140 miles (230 kilometers) northeast of Tokyo is running with makeshift equipment and remains vulnerable to cold weather and earthquakes.

Another problem is huge volume of radioactive waste and debris that will come out of the plant during its dismantling process. Officials said they have not decided what to do with them and that part is not covered by the 40-year roadmap.

"We still need to discuss what to do with the waste, including development of such technology," said Koichi Noda, a trade ministry official in charge of nuclear accident cleanup.

The two ministers acknowledged that they may not be even around to see the decommissioning process through the end.

"I will take responsibility as a person and get involved in this as long as I live," Edano said.

iPhone Sales Stagger in Europe

If you are an Android or BlackBerry fan tired of hearing about the success of the iPhone, here's some welcome news.

Apple's share in the smartphone market has declined in several European countries including France and Germany, Reuters reported, citing data from Kantar Worldpanel ComTech during the 12 weeks to end November.

The report said waning economies and the declining prices of competing smartphones are hurting the iPhone.

"The French market is showing increasing signs of price sensitivity," Reuters quoted Kantar's Dominic Sunnebo, global consumer insight director, as stating.

Motorola Mobility and other smartphone manufacturers that incorporate Google's Android's operating system are benefiting: Android's market share was reportedly between 46 and 61 percent in all markets.

Cupertino, Calif.-based Apple need not fret in the United States as it share climbed to 36 percent from 25 percent a year earlier. Britain is also kind to the consumer electronics giant where the iPhone's share has grown from 21 percent to 31 percent, Reuters reported.

In October, Apple introduced its latest smartphone, the iPhone 4S, which features Siri -- an intelligent personal assistant that can recognize natural speech. . ?

(CBS) Alec Baldwin seems to be pulling the plug on his aspirations to run for mayor of New York City.

"I've lost my appetite," he said on his weekly WNYC podcast,?"Here's the Thing,"?during an interview with director Stephen Daldry.

"Plus the people that are running for mayor - I know this is terrible - I look at them and I don't see myself in that crowd," he added. "They're like a guy on a date that you can tell he just can't wait to get his hand up your blouse before even the lights go out in the theater. They're all just so horny for it. The "30 Rock" actor also expressed reluctance to give up his current day job to enter politics.

"I give up money and fame and position and success, I give up this wonderful life I have now in exchange for the chance to 'really change things'? Yeah, I'm not quite sure you can any more."

Keep Pets Safe During Holiday Season | North Country Gazette

It?s time to deck the halls, light the lights and pile into the one-horse open sleigh, but Petplan Pet Insurance reminds pet parents to take extra precautions to keep pets healthy and happy in this season of celebration.

(AP) ? U.S. Defense Secretary Leon Panetta said "the torch of freedom" has passed to the Libyan people and he pledged during a historic visit Saturday to Tripoli that the United States will do all it can to help the country move toward democracy.

But he and his Libyan hosts acknowledged the threat of Islamic militants gaining ground in this period of political uncertainty following the ouster and death of longtime dictator Moammar Gadhafi.

Panetta and Libyan leaders identified challenges for the government now forming, including how to gain control of the militias that overthrew Gadhafi during an eight-month civil war.

"This will be a long and difficult transition, but I have confidence that you will succeed in realizing the dream of a representative government," Panetta said during a news conference with Prime Minister Abdurrahim el-Keib.

"The torch of freedom that has passed throughout the centuries and now passes from nation to nation in the Middle East and North Africa burns brightly here in Libya. May it light your way to a future of peace, prosperity and freedom," Panetta said.

While his visit was brief, Panetta made history as the first U.S. Pentagon chief to set foot on Libyan soil.

He evoked U.S. history, too, with a visit to the cemetery presumed to hold remains of U.S. sailors killed in Tripoli harbor in 1804. Their deaths were memorialized in the famous "shores of Tripoli" line in the Marine Corps hymn.

Both Panetta and al-Keeb expressed confidence that the fledgling government will be able to reach out to the militias and bring them together.

"We know how serious this issue is," said al-Keeb, "We realize it is not matter of saying 'OK, put down your arms, go back to work or do what you want to do.' We realize that there are lots of things that we need to be organized."

More broadly, Panetta said the revolts across the region represent a quest for sovereignty by the people, but they will all involve different approaches and challenges.

During meetings with the Libyan leaders, Panetta expressed concern about al-Qaida in the Islamic Maghreb militants gaining a foothold amid the chaos of an unfolding democracy. But they told him that the Libyan people will reject the terrorist group, said a senior defense official, who spoke on condition of anonymity because the discussions were private.

Panetta's motorcade from the airport into the city provided views of the nation's violent past and future promise ? lush orange groves, carcasses of bombed buildings and charred and graffiti-covered compound once occupied by Gadhafi. Flying from rooftops were the green, black and red flags, adorned with a star and a crescent, belonging to the new government.

At one point, amid the graffiti splashed across the walls of Gadhafi's former compound was a short comment in English: "Thanx US/UK."

The visit also put the man who has led much of the U.S. terrorism fight over the past several years at the scene of one of the first American wars on terror, more than two centuries ago.

Panetta went to what historians believe is the gravesite of as many as 13 U.S. sailors killed in 1804, when the Navy ship Intrepid exploded while slipping into Tripoli harbor to attack pirate ships that had captured an American frigate.

As the story goes, governments along the Barbary coast had turned to state-sponsored piracy to raise money, attacking and taking over merchant ships, enslaving their crews and stealing their bounties. Unwilling to pay fees to protect its ships, the U.S. sent the Navy frigate Philadelphia to the region but it ran aground just off Tripoli and was captured.

President Thomas Jefferson sent a team to get the Philadelphia back or destroy it. Under cover of darkness, the Intrepid sailed into the harbor, killed about 25 pirates and burned the Philadelphia.

A few months later, Jefferson sent the Intrepid back to destroy as many of the pirate ships as possible. The plan was to pack the ketch with explosives, sail into the harbor and blow her up.

The 13 sailors never got to their destination. The ship exploded prematurely killing all aboard and the next day bodies washed ashore. They were buried outside Tripoli, but in 1949 the remains were moved to The Protestant Cemetery by the Libyan government.

On Saturday, Panetta walked into the small walled cemetery and slowly made his way to a corner where five large but simple white gravestones mark the graves of the American sailors. Markers on four of the stones read, "Here lies an American sailor who gave his life in the explosion of the United States Ship Intrepid in Tripoli Harbour, Sept. 4, 1804."

Panetta placed a wreath at the site and, after a moment of silence, placed one of his U.S. secretary of defense souvenir coins on top of one of the stones.

New life was breathed into the long-ago tale by Congress this year. Lawmakers, prodded by descendants of the sailors, added provisions to the defense bill ordering the Pentagon to study the feasibility of exhuming the bodies and bringing them home to America.

In a statement, Panetta said the recent effort to restore the cemetery is "a symbol of the values we share."

Officials said that Panetta made no specific offers of assistance to the Libyan leaders, and he told reporters that there was no discussion of providing military equipment or weapons.

"They have to determine what their needs are and what kind of assistance is required," he said. "And whatever they need, the United States will be happy to respond."

Ahead of Panetta's visit, the Obama administration announced it had lifted penalties that were imposed on Libya in February to choke off Gadhafi's financial resources while his government was using violence to suppress peaceful protests.

The U.S. at the time blocked some $37 billion in Libyan assets, and a White House statement said Friday's action "unfreezes all government and central bank funds within U.S. jurisdiction, with limited exceptions."

House to move ahead on defense bill (AP)

WASHINGTON ? Congress is on track to require military custody for suspected terrorists linked to al-Qaida and indefinite detention without trial for some suspects, even U.S. citizens captured on American soil.

Libertarian Republicans and progressive Democrats opposed to the mandates grudgingly conceded Tuesday that they had lost the fight to eliminate the provisions from a sweeping defense bill heading toward congressional approval. The House is expected to vote Wednesday on the $662 billion measure that authorizes funds for military personnel, weapons, the wars in Iraq and Afghanistan and national security programs in the Energy Department. A Senate vote is possible on Thursday.

The White House, which had threatened a veto over the requirements on handling suspected terrorists, was reviewing the legislation as well as last-minute changes that the leaders of the Armed Services Committees hoped would mollify President Barack Obama and his national security team. It was unclear whether Obama would carry through on the veto threat of a military bill with an election year looming.

Senate Intelligence Committee Chairwoman Dianne Feinstein, D-Calif., said the administration had sought flexibility in prosecuting the war on terror. "Flexibility has worked for us. And yet what the bill wants to do is remove flexibility. And the military presumption is still in it. I'm opposed to that," she said.

"There's a great danger to imprisoning a U.S. citizen within the United States for a crime they're accused of in the United States without a jury trial," said Sen. Rand Paul, R-Ky. "I still oppose it. I think we fought the good fight on it. ... We lost the overall battle."

House and Senate negotiators made several changes to appease the Obama administration during a weeklong, closed-door session that ended Monday night when they signed off on the sweeping bill.

They abandoned a House effort to limit the president's ability to implement a nuclear weapons treaty with Russia and decide on the size of the arsenal. They dropped a reference to the Defense of Marriage Act that House conservatives, angered by the end of the ban on gays in the military, had tacked onto the bill. They made changes sought by the Treasury Department to a provision slapping tough sanctions on foreign financial institutions that do business with Iran's Central Bank.

The provisions on how to handle suspected terrorists had divided Obama's senior national security officials and Congress, as well as Democrats and Republicans. The test of wills reflects the ongoing dispute over whether to treat suspects as prisoners of war or criminals.

The bill would require that the military take custody of a suspect deemed to be a member of al-Qaida or its affiliates who is involved in plotting or committing attacks on the United States, with an exemption for U.S. citizens.

Responding to appeals from Obama, Defense Secretary Leon Panetta and FBI Director Robert Mueller, lawmakers added a provision that says nothing in the bill will affect "existing criminal enforcement and national security authorities of the FBI or any other domestic law enforcement agency" with regard to a captured suspect, "regardless of whether such ... person is held in military custody."

The latest revision also shifts the authority to waive the provision on national security grounds from the defense secretary to the president.

In an opinion piece in Tuesday's New York Times, retired Marine Corps Gens. Charles Krulak and Joseph Hoar urged Obama to veto the defense bill, arguing that the provisions undermine the nation's ideals in the name of fighting terrorism.

Citing the military custody provision, the former four-star generals wrote that it "would force on the military responsibilities it hasn't sought. This would violate not only the spirit of the post-Reconstruction act limiting the use of the armed forces for domestic law enforcement but also our trust with service members, who enlist believing that they will never be asked to turn their weapons on fellow Americans."

The legislation would deny suspected terrorists, even U.S. citizens seized within the nation's borders, the right to trial and subject them to indefinite detention.

Prior to the negotiators' work, House leaders dropped some $700 million in pet projects that even deficit-cutting tea party lawmakers had tucked into the bill in the spring. Media reports and a study by Sen. Claire McCaskill, D-Mo., highlighted many of the projects that violated their self-imposed earmark ban.

Looking for a Partner

Hello! I'm Saranghae.

If you've clicked on this, you've obviously shown some interest in a one-on-one partner. Lucky for both you and me, I need something to occupy my time while I wait for replies in other roleplays on and off this site. And what other way to do so than with a one-on-one?

However, I do have a couple of things that are necessary in order for us to become partners.

First, I want a literate roleplay partner. Honestly, I really don't think we'll get anywhere if you're not, so if this does not apply to you, I will politely ask you to leave this topic...now.

Second, I'm a romance addict. I am all about it, and if a roleplay does not have it, you won't see me around it.

Third, I understand life can be cruel schedule-wise and that you won't get a post in every second of the day. But, I want a fairly active roleplayer who will tell me if something comes up so that I won't be left wondering what happened.

Finally, I'd like someone who would be willing to play male characters, since I prefer female characters myself. I've just never been very good at roleplaying males, but if I feel that I could accomplish such a feat, I'll bend this rule a bit.

Lawmaker unveils bill to avert defense cuts (AP)

WASHINGTON ? The chairman of the House Armed Services Committee has introduced a bill to avert further cuts in Pentagon spending after the failure of the deficit-cutting supercommittee.

Republican Rep. Howard "Buck" McKeon is proposing a reduction of the federal workforce by 10 percent to produce revenue that would avoid one year of cuts to defense and nondefense programs. The California lawmaker said in a statement that the reduction would come through attrition.

McKeon said commanders have warned that cuts to defense would undermine the military's ability to defend the nation.

Under the automatic cuts, federal spending would be reduced by $1.2 trillion over 10 years, with about half coming from defense.
